Governor Corzine Signs Legislation

TRENTON – Governor Jon S. Corzine today signed the following bills relating to the FY 2009 budget into law:

S-472/A-2236 (Buono, O’Toole/Cryan, Love) – Centralizes non-tax debt management functions for State government in Division of Revenue

S-1910/A-2895 (Turner/Cryan) – Provides DOE statutory authority for State-issued high school diplomas and rulemaking authority in regard to not for profit third parties that administer General Educational Development (GED) testing

S-1950/A2805 (Cunningham, Turner/Watson Coleman, Pou, Conaway) – Creates two additional Superior Court judgeships

S-1980/A-2808 (Smith, O’Toole/Vas) – Abolishes NJ Commerce Commission; establishes Division of Business Assistance, Marketing and International Trade in NJEDA; transfers functions, powers and duties of commission to division

S-2056/A-3058 (Sweeney/Burzichelli, Johnson) – Concerns procedural requirements associated with closing of Fort Monmouth

ACS for A-2803/SCS for S-1979 (Schaer/Sweeney, O’Toole) - Abolishes Department of Personnel; transfers functions, powers, and duties primarily to new Civil Service Commission in but not of Department of Labor and Workforce Development; creates Civil Service Reform Task Force

A-2804/S-1946 (Pou, Watson Coleman/Turner, Cunningham) - Eliminates automatic disqualification from Intensive Supervision Program of persons who previously participated in the program

A-2806/S-2043 (Fisher, Wisniewski/Gordon) - Allows in FY2009 up to $9 million from “Shore Protection Fund” to be used to help defray State park and forest operation and maintenance costs; requires DEP to study State park and forest fee structure and revenue sources, and modify fees accordingly

A-2807/S-2045 (Quigley/Lesniak) - Delays phase-out schedule of transitional energy facility assessment unit rate surcharges

A-2809/S-1978 (Greenwald/Vitale) - “Health Care Stabilization Fund Act”; creates fund in DHSS to provide grants to health care facilities to maintain access to essential health care services

A-2811/SCS for S-2048 (Johnson, Chivukula/Smith) - Repeals "New Jersey – New York Clean Ocean and Shore Trust (COAST) Committee Act and statute establishing Commission on Business Efficiency in the Public Schools
