Quality Single Accountability Continuum (QSAC)
The Quality Single Accountability Continuum (QSAC) is the Department of Education’s monitoring and evaluation system for public school districts. The system shifts the monitoring and evaluation focus from compliance to assistance, capacity-building and improvement. It is a single comprehensive accountability system that consolidates and incorporates the monitoring requirements of applicable state laws and programs and complements federally required improvements. The system focuses on monitoring and evaluating school districts in five key components that, based on research, have been identified to be key factors in effective school districts.

The Administrative Code governing QSAC has been proposed for readoption with amendments (N.J.A.C. 6A:30, Evaluation of the Performance of School Districts) for the 2009-2010 school year to implement a monitoring and evaluation system for public school districts and county vocational school districts. In addition, District Performance Reviews (DPRs) for each of the five key components of school district effectiveness have been developed specifically for county special services school districts.
The following is the summary memo describing changes to the rule text; each of the DPRs, DPRs for public school districts and county vocational school districts; and DPRs for county special services school districts. The DPRs are included below as Appendix A ( for use by public schools and county vocational school districts) and Appendix B (for use by county special services school districts). Please note additions are underlined and deletions are bracketed within the proposed amendments.
Districts that will undergo the QSAC process in 2009-10 should use the proposed DPRs in Appendix A (all districts except special services districts) or Appendix B (special services districts). Excel versions of the DPRs will be provided to districts through the county offices of education.

QSAC Regulations (readopted with amendments)
Evaluation of the Performance of School Districts (N.J.A.C. 6A:30,) has been readopted with amendments to implement a monitoring and evaluation system for public school districts and county vocational school districts. These rules became effective on January 20, 2009, and are in compliance with the provisions of P.L. 2005, c. 235 and P.L. 2007, c. 16, §39a, which amended N.J.S.A. 18A:7A.
The following are the final rules, which include the District Performance Review (DPR) for each component of school district effectiveness. The DPRs are attached as Appendix A in the regulations.
